Targeting an appearance attribute allows you to work exclusively on that attribute, not the entire selected object. Targeting any stroke below that requires clicking the specific attribute name in the Appearance panel. If an object has more than one stroke, simply selecting the object targets its topmost stroke only. Illustrator does basic appearance targeting for you at this level (fill and stroke only), so you can change basic appearance attributes. When you select a path, you're selecting the entire object. Paths get selected, but appearances are targeted.
